The baby is benefiting from having received the vaccine -- even though he
has had only two of the three recommended immunizations.  It doesn't make
sense to me that you should have to refund the cost.

Additionally, I would check to find out whether he paid out-of-pocket for
the two immunizations or whether instead his insurance or the government
paid.  If it was either of the latter two, he has (in my mind) no
legitimate claim to a refund anyway.
